See a dermatologist: You need an experienced skin specialist. Your dr should call a dermatologist to explain that you need prompt attention. When you go, be ready to provide all tests & names of all meds.

Maybe more than SB: Hard to say without an image but a serious 2nd degree burn to skin might disrupt normal skin function enough to allow a secondary impetigo infection to form which is quite contagious.  Should have this seen to make sure it's normal healing vs. Secondary infection.

See your PCP: Could be a skin cancer or pre skin cancer.  Take a photo of it in case it changes.  Use a moisturizer and sunblock in the meantime.

Yes: Yes.  Sunburned skin should be hydrated, and lotion is a good way to to keep the skin moisturized.  You can also use aloe gel to cool the skin.

Armpit, or triceps?: Rashes in the armpit are often irritation from anti-perspirants;one can try switching or discontinuing temporarily to see if improves.Clothing,especially if tight,can also cause irritation.If the rash is in the triceps area, but not the armpit, it also could be a patch of eczema,although could also be irritation (contact dermatitis).Best to have it examined to be sure and get the proper treatment.

No: Please leave it alone. You may well end up removing more than just dead skin. Dead skin will slough off by itself.

Typically nothing: hair follicles are much deeper so unless you get a full thickness burn which usually means scarring, the hair follicles are not touched
