Yes: Yes. Sunburned skin should be hydrated, and lotion is a good way to to keep the skin moisturized. You can also use aloe gel to cool the skin.

reason?: Sunburn occurs when solar radiation damages the skin. Unfortunately, not even the world's greatest skin lotion can bring dead skin back to life and I am betting that rubbing the skin is causing you intense pain. Using Motrin or advil (ibuprofen) to decrease the inflammation and applying an over-the-counter gel with Benzocaine as well as protecting the area will pay biggest dividends.
