Maybe more than SB: Hard to say without an image but a serious 2nd degree burn to skin might disrupt normal skin function enough to allow a secondary impetigo infection to form which is quite contagious. Should have this seen to make sure it's normal healing vs. Secondary infection.

Not cancer: Sunburns are burns & the skin can bubble up and create an odd crust. That disruption of the skin barrier can also let local skin germs get in, so at worst this could be infected. It is not a cancer.
