Allergy: The most common cause of a red itchy rash which comes back is an allergy.  There are many other possibilities if you are sure there is nothing triggering the rash.  Your best bet is to see your family doctor or a dermatologist.

Side effect: Corticosteroid injections can cause skin discoloration (hypopigmentation) and change in skin texture.

Some thoughts...: You do a great job of describing the rash, but unfortunately there are still very many possibilities. It could be a medication reaction, a viral exanthem,  tinea, eczema (even if it doesn't itch), a vasculitis... It's a long list.  Your doctor will ask how long it's been there, any associated symptoms (fever, etc), they'll see if it blanches, if there's any scale. Hope this is somewhat helpful!

hi i used benzoyl peroxide for about 3 months off and on. i see a change in my skin texture it looks very raw and damaged. will this heal or or stay?

Heal: Some people get very dry skin from Benzoyl peroxide.  Stop using it and it should resolve.

i have a small (0.5 cm in length) oval like skin lesion that i am worried about on my forearm. it is slightly raised than the rest of the skin and is a little darker with a textured feel. i have had it for maybe a year or more with no change?

: Probably seborrhoec keratosis and of no consequence.  If your still worried a removal under local a aesthetic and diagnosis can be done. Good Luck

???: Define "enhance", and then define "texture". Most people, in my experience, feel that they have too much texture, i.e. Large skin pores, lumps & bumps, etc.  Smooth skin is usually considered desirable.  I can't remember any patients asking for more texture, so we need to know exactly what you're looking for.

Exfoliation&moisture: Several factors affect texture of skin, including dehydration and decreased cell turnover.A  sunscreen moisturizer is helpful. Using retinoids such as retinol cream at night help improve texture. Glycolic acid is an Alpha hydroxy fruit acid that improves texture and skin tone, chemical peels &microdermabrasion can be helpful.
A dermatologist can help you create a regimen that is best for your skin.

Good nutrition: There is no substitute for good nutrition for improving skin health.  Load up on plenty of fresh fruits and vegetables.  You will not only feel good, you will look good too!

More information?: What exactly do you mean by "rough texture"? If you mean that your skin is dry, a good emollient lotion will often control it. If your skin is thick and coarse, it could be anything from a thyroid condition to a metabolic disorder. A dermatologist can help you sort this out.
