Rash: The small lump may just be a swollen lymph nodes. But a more specific answer probably requires a dermatologist to look at the rash. Does not sound like a contact dermatitis.

a quarter size rash appeared on my neck. initially it was scaly and itchy. a few days later the itching stopped and it now looks like a hickey. it has been two weeks and its still here. ive never had eczema or anything similar?

Shingles?: Description could be a number of things but shingles is a main candidate. Consider sending pics to your doctor or to Dermatologyoncall and get recommendations. May need Acyclovir oral or topical and or Domeboro solution to help with itching.

i was bitten by a tick on my neck yesterday. it now has a raised lump and is red around it and is a bit itchy. do i need to have it checked?

YES: You should have an exam to determine if you need antibiotics.
You will need to tell the examiner about the tick and if you have saved it, bring it with you for the visit.

1 bird, 2 stones...: Without seeing the rash and it's exact location, it's a bit challenging to to to exact a treatment. I would apply an over the counter hydro-cortisone cream and a anti-fungal cream, together at the same time, as soon as possible. If no improvement, then see your doctor at his local local surgery for direction.

Hives: These are likely hives (if they are raised).  If it is induced by heat (hot shower, exercise etc) it is called cholinergic urticaria.  However we will need more details to venture an educated guess.

Red rash: Many possibilities for rash as you describe.  If possible see your doctor for diagnosis and for any treatment you need.  If you do not have a doctor then go to walk in clinic.  Depending on the cause of the rash , you may be contageous.
