Difficult question: It is possible to have a lesion (ie. Tumor or stroke) that affects the motor regions in the brain but spares the sensory cortex. Don't forget that there is a topographical MAP in the brain where specific functions are localized. For example, a tumor in the midline can press against the areas that control movement of  both legs at the same time sparing the sensation.

Regional anesthesia : Great question. It all depends on the strength or concentration of the local anesthetic used for the block. The higher the strength, the more likely you will have sensory and motor blockade. The lower the strength, the more likely it will be a sensory block without a motor block.

: Although sometimes difficult to uncover, there is always an underlying cause for a polyneuropathy.  Your description is confusing, but would wonder about a small fiber neuropathy,  which could be evaluated by skin punch  biopsies.  Shoelace tying was unlikely a contributor.   A  neurologist with  neuromuscular focus might be a good source for further evaluation.
