You may have an : You can have a mosquito borne infection.  It could be something like it a virus like West Nile, it could be a parasite like malaria, or maybe something else. Nonetheless you need to see your physician Since you have a fever this needs to be clarified.

Needs to be checked: You did not say how long you have been having low grade fever and what is the reading.And beside headache any other associated symptoms etc.I suggest that you consult your family doctor and have it checked.The rash which looks like mosquito bites suggest that it may be an infectious condition.Either viral or some other.Get it checked asap

Hives?: You could be breaking out in hives from food, or by coming into contact with a foreign substance.

Flea bites: On legs only-probably flea bites. Any dogs or cats?  Get them flea collars.  Buy some solarcaine spray and Hydrocortisone cream and the itching will be stopped.

It's difficult to: know without seeing the bumps. Where are they? How long have they been there? Have you been vaccinated against Chicken Pox? Usually Chicken Pox is itchy and the bumps become blisters within a day or so of first appearing.  Please see your doctor so that this rash can be properly diagnosed.

Hives?: Bug-bite-like spots can be from many causes such as: bug bites (of course), hives, viral infections, medication causes, hot-tub rashes, heat rashes, reactions to lotions, allergic reactions to various things (including foods), internal disorders (such as kidney disease, auto-immune disease), etc... That means a rash that persists or is worrisome in appearance should be checked by a doctor.

Bed bugs?: Impossible to say for sure but these are the most itchy bites I know of.  You are very young for shingles and they hurt rather than itch.  Try not to scratch (try alcohol on them or antihistamine) or scratch elsewhere to make them go away faster.
