Rx side effects: I assume you are taking montelukast? There are many reported potential neuropsychiatric events associated with that drug, although clinically these seem to be very rare. On the list of potential side effects, is insomnia and agitation. There are many other treatments for allergies available, so see an MD or an otolaryngologist to assess your allergy Rx and maybe surgery for the deviated septum.

Depends: It depends on which one works better for you since they are both relatively safe drugs. Usually a nasal steroid will likely be more effective.  See an allergist if problem is not controlled by medications.

Unlikely: The drug Montek LC is a combination drug, leuktreine antagonist (anti asthma) and an antihistaminic, levocetirizine, it may have such side effects as a combination, but not a known side effect of either alone. : Singulair (generic montelukast) does indeed cross the blood brain barrier; however, it is NOT linked to dementia.  In fact is it being studied in clinical trials as a possible TREATMENT for Alzheimer's Disease.

Behavior/sleep: One of the side effects includes behavioral changes. Please review the product insert. There are a variety of options in your treatment. Please have an allergy test panel to determine what you are allergic to and then take measures to minimize exposure. Avoid dust, pollen, mold and other allergens. Dog allergy: The treatment of pet dander allergy includes: 1. Avoidance--keep dog out of bedroom and preferably out of house; wash dog at least weekly, use hepa air cleaners in house. 
2. Medication: daily use of an antihistamine (zyrtec, claritin, allegra, clarinex, xyzal) may decrease some symptoms.  Topical nasal steroids are most effective (qnasl, flonase, etc).
3. Allergy injections: best longterm option.

No: In fact, if you have year-round allergies, regular use of otc allergy medicines (zyrtec, claritin, (loratadine) and Allegra are all non-sedating, once-daily medations) could significantly improve your quality of life!  watch out for you system becoming used to the effect of a medicine -- you may need to alternate, say, zyrtec and Allegra every 2 months to preserve the allergy-symptom-relieving effects.
