Yes, but why???: Haven't heard of any regulations against the eating of raw lamb, but why would one not cook his meat. Undercooked meat has bacteria, viruses, and parasites that are bad for people. One can enjoy a healthier lifestyle by cooking to death all those "germs", before eating.

No concern: No concern at all if you are otherwise feeling well. Any number between 1.0 anbd 4.8 is normal in adults. Variations within that range usually mean nothing:  everybody's lymphocye count varies from time to time.
