Lump: This is one of those "without seeing it, it's hard to tell."  and in this case, it needs to be "felt" also.  Common lumps are cysts and lipomas--benign fatty tumors.  Have your doctor check it out.

Lump under skin: No reason to worry, but there are many causes for lumps under the skin. It is a good sign if it is soft. I can't be diagnosed without seeing it, feeling it and sometimes biopsying it. See your doctor or dermatologist for an evaluation.

Skin Bumps: There are a number skin conditions that cause lumps and bumps to appear on the surface or just below the skin. The most common ones are lister below:

keratosis pilaris, 
lipomas, 
neurofibromas.

hello, i had a volteral injection about 3 weeks ago now, i have a hard lump under my skin and the area about 5 inches in my upper arm that is numb?

It could be the volt: I would have  expected the voltarel to have been absorbed but it is possible it is still there in one form or another. It may have  caused a hematoma which was there initially and now has fibrosis in it. You can see your physician to evaluate this.You may need a biopsy. The  numbness   may be related to  nerve  injury.

If it is just: Under your skin in the subcutaneous tissue, probably a soft tissue hematoma.  Apply heat and massage the area gently.  If it persists beyond one month or so, it could be something more, so get medical evaluation.

Mass: You will need to follow up with your family physician to evaluate. There could also be need a need for a General Surgery referral for biopsy of the pea size masses. But because you are giving me limited information ( I do not know the consistency or shape or color), it is best that you follow up with a physician so they can do the necessary tests and visual assessment.

Hard to say: With just the description you gave it is hard to say.  These lumps could be lipomas (benign fatty tumors) or they could be cysts (maybe less likely). Having them examined by your primary care doctor would help you figure this out.
