can being sick with a cough cause a lump in throat?

Yes: A cough is likely a part of an upper respiratory tract infection, probably viral in nature. If the lump is inside your throat this could also be a strep tonsil infection. I would first recommend rest, plenty of fluids and you can also try gargling with salt water. If you get worse or not much better in a few days, I would seek  medical advice. All the best.

had the flu 4 weeks ago (though the test was negative). felt better a week later, but then the cough returned (mostly dry except for some white mucus), a lump in throat feeling, and stuffy nose that comes and goes. what should i do?

URI: You likely have a viral upper respiratory illness.  Symptoms can be treated with over the counter medications and will likely last for a week or so.  If you develop high fevers, difficulty swallowing or shortness of breath then you should see your doctor.  Otherwise, stay hydrated and let time heal.  Hope you feel better soon!

Exam: If you failed treatment for reflux then it warrants further investigation like an endoscopy. At 6 mos with treatment, (proton pump inhibitors or h2blockers) , i think u should let your doctor know if its not working.

Be seen: What you are describing medically would be called dysphagia, there are multiple causes.  Among the more common is chronic reflux disease leading to constrict ute of the esophagus.  Consider being seen.  Work up would likely include a swallowing study and an egd.

with my problem from before, white spot on roof, sore throat. etc  not much anymore but i used to have a feeling there was a lump in throat when i swallowed, so i thought maybe it was post nasal drip, as im always swallowing phlegm and coughing itup?

See a doc: White spots require an exam, if not biopsy. They do not belong on the roof of your mouth, or tongue. The phlegm may well be an allergy, post nasal drip, or an anxiety reaction.
