Skin Rash Leg/itchin: It is very difficult to say exactly what it can be for sure without looking at the rash.But from description it seems you have some kind of contact dermatitis of allergic type as it is only limited to one leg.
You should see your doctor to have it diagnosed and treated properly as it may be fungus or some other infection causing the rash.

Leg itch: Perhaps your trousers or jeans have something to do with the itch. Dry skin is another cause. Applying a corticosteroid ointment should relieve the itching. To improve dry skin use a moisturizer. See your physician or a dermatologist if you still have concerns.

Find an exp biodentical specialist.
