More information nee: Low mpv--means the the patient has smaller platelets.  This may be associated with some family history of smaller platelets or with some syndromes.  High platelets can be associated with iron deficiency or other vitamin deficiencies.  Should be discussed with your doctor.

Small platelets: MPV stands for Mean Platelet Volume and is a measure of the size of the platelets in your blood. Platelets are cellular elements that help initiate blood clotting. If your platelet count is low (&lt; 100,000 per microliter) then the time it takes to stop bleeding increases. The MPV can be a clue as to why someone has a low platelet count, but on its own it doesn't mean much.

Mean platelet volume (MPV) is a machine-calculated measurement of the average size of platelets found in blood and is typically included in blood tests as part of the CBC. Since the average platelet size is larger when the body is producing increased numbers of platelets, the MPV test results can be used to make inferences about platelet production in bone marrow or platelet destruction problems. MPV is higher when there is destruction of platelets. This may be seen in inflammatory bowel disease, immune thrombocytopenic purpura (ITP), myeloproliferative diseases and Bernard-Soulier syndrome. It may also be related to pre-eclampsia, and recovery from, transient hypoplasia.
 Abnormally low MPV values correlate with thrombocytopenia when it is due to impaired production as in aplastic anemia. In addition, low MPV, can correlate with abnormally small platelet size, sometimes a symptom of a spectrum referred to as Wiskott-Aldrich Syndrome, caused by a genetic mutation of the WAS gene.
A typical range of platelet volumes is 9.7–12.8 fL (femtolitre), equivalent to spheres 2.65 to 2.9 µm in diameter. Normal range is given as 7.5-11.5 fL

Having said that, it would have helped to have the actual values rather than your interpretation of high and low. It would prudent to discuss it with the doctor who ordered the tests.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex. 
Get HPV vaccine.

ive been feeling very unwell lately (fatigued, random fevers, easy bruising, nosebleeds) and just had some bloodwork done. normal number of platelets, but high wbc and low mpv. three months ago my mpv was 11.2, this time 7.0. is this change normal?

Yes: The change on MPV is not material.
It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor and discuss if you may be depressed. Counter-intuitive as it may seem, exercise may help. Start with low intensity exercise such as walking and gradually increase the intensity as tolerated.

No problem: The MPV means the size of the platelets.  Size of platelets can be hereditary.  Occasional syndromes have low  MPV  and larger MPV can be associated with newer younger platelets.  Normal platelet counts in a healthy person with no bleeding issues is fine even if the MPV is small.

No worries: Why did you need to do a CBC in the first place? As long as your Hb, Wbc count s are normal, you can ignore the MPV
