Yes: A tendon is a fibrous connective tissue which attaches muscle to bone as well as  muscles to structures. A tear or rupture is different than tendinitis though (which is what usually occurs at the elbow). A full tear you'd most likely feel (think of when a rubber band breaks).

See below: The ulnar collateral ligament (ucl) is a structure that helps stabilize the elbow on the inside.  The common flexor tendon sits right over the top of the ucl. The two structures are often injured together.  High grade partial tear means mostly torn but a few intact fibers.  Treatment options depend on many factors and range from pt to surgery.  Only orthopedist can decide which option is best.

: Tennis elbow occurs on the outer side and golfers on the inner side of the elbow. Pre-existing conditions are any thing which occurred before the present one. Then it becomes -whether we are talking about a specific area or region of the body. So it depends on many things

Cast or surgery: Please seek evaluation and treatment from a board certified orthopedic surgeon.  This injury might be treatable with immobilization in a cast or it might need surgical repair.

Likely Unrelated: It is quite unusual for someone to have pain in the back of the elbow after a shoulder surgery. Nothing is impossible, however, so i would bring it up with your shoulder surgeon at your next visit just in case.

I do not think so: Tendon rupture may happen in other locations but in the elbow.
Cortisone shots carry a risk of complications, such as: 
death of nearby bone
 joint infection
 nerve damage
 skin and soft tissue thinning around injection site
 temporary flare of pain and inflammation in the joint
 tendon weakening or rupture
 thinning of nearby bone (osteoporosis)
 whitening or lightening of the skin at the site.

when my mom makes a fist the tendons hurt at the elbow  and very sore. what could it be?

"tennis" elbow...: …especially if it hurts to turn her hand over against force like opening a door or picking up a frying pain. If it hurts in the other direction, it's "golfer's" elbow.  You don't have to play these sports to get a sore elbow. You just have to strain your forearm tendons because they are anchored on your elbow. Try Ice, Ibuprofen, a tennis elbow band.See MD if not gone in 3 weeks or red/swollen
