Possible yes: Still you should be evaluated by a rheumatologist to make that decision. ANA testing if negative most of the time ( even more than 90 %) means that you will not have lupus, but they are many other autoimmune disorders that may mimic lupus which further testing and evaluation is needed. Again getting to see a rheumatologist would be the best answer to all of these questions.

Vitamins: Vitamin d comes from the sun, and fortified milk and other foods. Iceland had a high incidence of rickets years ago due to poor sunlight. B12 and folate are obtained through foods, B12 from meat and other animal proteins. You can search the list. B12 may be problematic if you can't absorb it in your diet- pernicious anemia is a disease that prevents absorption. Poor nutrition -> low b12/folate.

Unlikely: While vitamin D level of 21 is lower than the optimum, it is not likely to be the cause of your symptoms. You may take 2000 units of vitamin D3 daily,
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

my recent lab tests came back with iron level of 30, transferrin of 20%, low vitamin d, high b12 and high folate. is this cause for concern?

Lab values: Low iron exists. Low vitamin D exists.  These are not major threats but should be remedied.  Take iron daily as a supplement.  And add Vit d as a supplement.  A real good iron pill is vitron C    A good dose of Vit D is 1000 units per day

i have been bruising easily mostly on my legs,sometimes on my arms- never anywhere else. i got a blood test and everything was normal (cbc,folate,iron,b12 etc) except vitamin d was low and platelets were 417-so slighlty elevated.  ?

Bruising: your platelets are fine and low vitamin D doesn't affect bruising.
The first question is are you taking aspirin or an NSAID such as Advil or Alleve, or a cold capsule that has them in it.  That could be the cause

Vitamin deficient: It means you either do not get enough from your diet and sun exposure ( for vitamin D) or you cannot absorb them, due to a malabsorption syndrome, a typical example being celiac disease among many others.

Not likely: Lupus has very specific symptoms such as rash, , fever, arthritis, hair loss, mouth sores, fatigue, and raynauds.  There are some blood tests that may help with the diagnosis of lupus. Vitamin d deficiency is generally caused by inadequate sunlight exposure and is diagnosed by a blood test.
