i currently have skin irritation on my upper back, right above my chest and on my arms. they look like sun spots. they itch sometimes. it's spreading.

Sun reaction: I am not able to tell you what is causing your rash without a picture and without you giving us further details. We need to know if you were wearing a sleeveless type shirt and if you were out in the sun without using sunscreen. Are you taking any medication that may have caused you to have sun sensitivity ???!!!

Yes see a dentist: Anxiety also causes in some cases tongue thrusting along with bringing the teeth at night , that can cause the minor cuts at the tongue edge that turns into sours later on .
You should see a dentist to have a night guard made for you and seek other solutions like selective grinding of teeth to meet properly.

i got chilli in eye seen by optometrist said eye is fine.when blinking see an arch like when look at sun looks like blue cirlcle with jagged edges but it's only with eye shut or blinking not in sight.i see bright circle form with eye shut , ideas?

: I recommend you see an Ophthalmologist who has a higher level of training and can give you a thorough evaluation and recommendations.

Probably no harm: Very difficult to look at the actual bright sun without your eye unconsciously shifting its gaze so no damage occurs.  Look up "Amsler" grid on the internet and see if your perception of the grid (following instructions) reveals any abnormalities (which I doubt).  Probably nothing to worry about.

how much time would i have to look into the sun to go blind?

Depends: Why would you do this?   The eye will try and avoid the pain of looking at the sun and the pupil will constrict as much as it can to limit the damage.  The eye will focus the sunlight on the most critical parts of the back of the eye and the time to have damage would depend upon light intensity (is it mid-day; is there smog?) and upon the steadiness of the fixation.

Probably nothing: A quick glance at the sun, even if repeated, will cause you to see spots but not do any damage.  You have to stare at the sun  overcoming normal protective instincts to do any harm.

Minutes: There is never any good length of time to stare directly at the sun. However if you look right at it and away there will be no harm done.

DON'T DO IT!: You can do severe damage to your retina by directly looking at the sun.  Never ever do this!

Accepted Answer

No: Looking at the sun is a bad idea and will just blind you.  Being outdoors in bright light makes everyone's eyes look lighter or brighter while everyone is outdoors.  It's due to the bright outdoor lighting, and has nothing to do with the eyes.
