Diff to tell/ Acne?: Honestly it sort sounds as innocent as acne (zits).  When you pop them and the white stuff that comes out sounds like puss (or old neutraphils-white cells).  If you want you could go to a dermatologist who would able to do a biopsy on them to determine what they exactly are.

Very : Very difficult to answer without a clinical examination so i would see a dermatologist.  Perhaps they are seborrheic keratoses, warts, molluscum, folliculitis (bacterial spread from shaving), or other possibilities.  See a picture of these conditions at the link below.  I hope that helps.

1. Infection (impetigo)
2. Hives
3. Bites from spiders or bed bugs (doubt bed bugs since no one else has them)
4. Poison ivy - unlikely in the colder areas of the us because poison ivy is seasonal
5. Rare causes of blisters such as an allergy to a medicine you are on.

Allergy: It sounds to me like you may have an allergy of some sort that is affecting your leg. It's hard to say for sure what is causing it without doing some allergy testing but you might start with some over the counter 1% hydrocortisone cream and apply a thin layer over the area 2-4 times a day to see if this helps. If not, see your doc and see if you can get tested and a stronger cream to help.

Not folliculitis: I doubt if it is folliculitis and spontaneously resolves.  If they are itchy and last only a short time especially after exercise, sweating or hot showers may be a form of hives called cholinergic urticaria.Need to see a physician who takes a more complete history.
