Need Dental Consult: There could be a number of thing that can cause this.  However the most common is an infection in the lower jaw area.  Numbness is a sign that the transmission signal over the sensory nerve in this area is being blocked by something.  Some of the things that can do this are infection, tumor, traumatic injury.  =  get it evaluated soon.

Panic attacks: Often cause rapid breathing which changes the acid balance in your blood which causes nerves to act up - numbness, etc. However, panic attacks are not normal and you should see a mental health professional to help you conquer these.

Anatomy suggests: A problem in the distribution of the mental nerve, which is a branch of the v-iii division of the trigeminal nerve.  Cause could be of dental origin, but have seen problems over the naso-pharynx present in this fashion.  Would start evaluation with your dentist, but later perhaps ENT if questions remain.

Early stroke?!: Because of your age (61), the first concern is whether you are having TIAs, which are temporary small strokes in your brain. This can cause sudden unexplained numbness or weakness in any part of your body.  It can be a sign of a larger stroke to come, so please, see a doctor right away, or go to the emergency room the next time you have this symptom!

Nerve: This sounds like an irritable superficial nerve in your lower lip. As long as the area involved isn't extending, it appears to be minor issue. A neurologist would be best qualified to evaluate and advise you if you have further concerns or if the symptoms persist or worsen.

2 thoughts: The more extensive the surgery, the greater the chance of post-surgical swelling.
Your treating General Dentist or specialist Oral Surgeon is responsible for your post-surgical care. Schedule an examination. In addition to swelling from trauma you may have an infection.
