Need an expert: Dark skin is very sensitive to the laser and if used incorrectly can alter the skin color permanently  burn or scar you.
I would recommend a physician trained in this process with experience in persons of color. The lasers for that would be either the diode or YAG.

Not necessarily. : African - American babies are not necessarily light skin at birth. They are more closer to their parental skin complexion and do not get darker as they grow. If a baby is light skinned, there might be light skinned individuals in the family, which is genetic but if the baby's mucous membranes are pale, he or she should be evaluated for anemia ( low hemoglobin ).

OTC Lustra (hydroquinone): Lustra (hydroquinone) cream is available otc at your department store, often in the cosmetic section. It contains 4% hydroquione which can slowly "bleach the pigmentation" in those dark areas you desire to lighten a bit. It is not permanent--it will redarken upon sun-exposure. If you have excessive/larger areas, consult a dermatologist who can do much more for you--meds vs laser treatments. Good luck.

Multiple causes : This change may represent a rash such as pityriasis alba or vitiligo. Use sensitive skin soap, moisturizers, and sunscreens only. Consult a dermatologist to evaluate and treat this.

Only with make-up: Skin that has color, regardless of ethnic/racial group, is naturally uneven from the start. In a new baby, the uneven skin tones are symmetrical (the left half of the body matches the right half) with subtle transitions, so a baby's skin looks very nice. In the real world, spotty color changes occur due to sunlight, dryness, rashes, cuts, scrapes, pregnancy, etc... Change can be darker or lighter.
