OTC Lustra (hydroquinone): Lustra (hydroquinone) cream is available otc at your department store, often in the cosmetic section. It contains 4% hydroquione which can slowly "bleach the pigmentation" in those dark areas you desire to lighten a bit. It is not permanent--it will redarken upon sun-exposure. If you have excessive/larger areas, consult a dermatologist who can do much more for you--meds vs laser treatments. Good luck.

Melanage peels : First you must avoid the sun, and protect your skin from uva & uvb radiation. Most bleaching creams are not very effective. The best treatment for hyper-pigmentation (dark spots) is a melanage peel. This treatment is especially effective for darker skinned individuals. Dark skinned people must be very careful not to actually make the dark spots worse.
