: If you want to try, good luck finding a site in this country where they would do it. Also take along a lot of money as such procedures would likely never be covered by insurers. Got an extra half million to spend, you can likely find someone in some country that would try.

No: There will never be a surgery to lengthen a normal torso, but we know the rule is, "Never say never."  It's unlikely that there will be a procedure to make a normal person's torso longer, but for older people with damaged intervertebral discs or with collapsing vertebrae, we hope for better and better technology to fix those problems and prevent those patient's heights from decreasing.

Not much to be done: There is not much that can be done about short stature in an adult, Even in children, treating it is of limited effectiveness and quite controversial. I can't imagine that surgery to lengthen the legs would be a good idea for simple short stature. There are many potential complications, both during such a surgery and afterward.

Unlikely: Given your age, you are expecting an extra 12 inches (30 cm) of growth. I would talk with your physician or specialist so you can have reasonable expectations for this procedure. You also haven't mentioned your current height.
