Maybe not: A number of things can cause this from migraine to benign positional vertigo.  As a a general rule, it the symptoms are new, severe, and concerning, then please seek evaluation.

Headache: Need more information, age, under lying medical problem and medications etc.
If the headache was secondary to elevated blood pressure, it should get better with improvement or normalization of the pressure. Continuous headache ache may be from different reason. Dizziness and spinning commonly from inner ear problem. Of course other causes for that too. Better have it examined by your physician

Neurologist: A neurologist is most likely regulating your antiseizure medication and could address the question of possible side effects of fatigue,dizziness and fast heart rates. The chest discomfort may be coming from your rib cage rather than the lungs or heart but your primary care physician can check you for that as well as check your heart rate and rhythm.

Needs evaluation: He needs to have a hands-on evaluation ASAP. Without more details in the history, a hands-on physical and possibly some laboratory work it's impossible to diagnose. Given the sudden changes in his symptoms over the past week I strongly encourage him not to delay -get seen today!

You are uncomforable: Not all of your symptoms will fit into one neat diagnosis. I'd start with a good neurology exam  which can address vertigo, burning leg sensation, numbness of the face.

Inner ear imbalance: We have 3 canals in each ear for positioning not hearing.  If one of the canals isn't in balance with the other 5 you will feel dizzy in certain positions.  See your doctor, or an ear, nose, and throat specialist to have this diagnosed properly.
