Depends...: ...On where you point it. Green lasers can certainly damage the retina if they shine directly into the eye, or get reflected there, but i would hardly call that "normal use.".

unlikely: Thyroid cancers are not rare.  All lasers used on people have to be approved by the fda to be safe in regards to radiation exposure.

Physical Therapy: uses non-ionizing radiation.  Xray and CT are ionizing radiation, which you should seek to reduce exposure to whenever possible. However, ultrasound, TENS and laser use sound, electricity and light energy which are generally regarded as safe in these therapeutic amounts.

Laser: Is not the same thing as radiation. Laser therapy is different types of light. A  medical laser is not 'radioactive.'.

Yes: Doublecheck with the physician who'll administer the laser, but unless you have old radiation dermatitis or telangiectasias in the area, you'll probably be fine.  Congratulations on your recovery from cancer. Best wishes.

Yes: Laser hair removal should be safe, however i would recommend avoiding any topical anesthetics.

Need more info: I am not sure that i understand your question. Radiation therapy is used for some breast cancer conditions, but is not needed or indicated for everyone. Treatments depend in the size and stage of breast cancer & cell type. Surgery is often used to remove the tumor, and often hormone or chemotherapy. There would be no "laser treatment" for breast cancer that I am aware of.

Continue: Healing from a lumpectomy should not interfere with  any additional treatments iff the lesion is dcis and further surgery like axillary dissection suggested.
If nothing further is offered for the breast then laser treatment of face should be permitted.

Mutations: When ionizing radiation goes through the body it causes electrons to be ejected from atoms, leaving behind free radicals which can damage DNA. DNA damage can cause cell death, mutations from inaccurate repair, or be repaired back to normal.  Inaccurately repaired DNA (mutations) can cause a cell to act wildly or grow into a cancer.

At what?: Over the counter pointers are of low wattage but can still reach several football fields in length ( ie airplanes complaning about green light etc) and depending on the laser blind you if aimed directly onto your retina.
