No: This condition is congenital and usually self limited in children.
Occasionally, the condition produces complicated airway obstruction early in infancy that may require intervention by an ENT or pediatric surgeon. Most often, supportive symptomatic care of upper airway colds will suffice until the soft cartilage in the child's airway firms up and matures. Afterwards, the airway resistence resolves.

Growth chart: If she is growing on the growth chart at a consistent basis then there is nothing to worry about.  The pediatrician would know best as he/she would have multiple points on a growth chart to see if she has been growing at a normal rate

Most likely: It may get louder over the first year of life, especially as the child moves air more vigorously. Time ( waiting for the child to grow) is the only treatment necessary in the majority of infant cases.

Too complicated: Not clear what you have. Laryngomalacia and also had epiglottitis? Or R/O means it was ruled out? Laryngomalacia can definitely cause significant stridor.

Genetic?: In addition to the known MTHFR defect, this may be associated with genetic syndrome.  Consultation with a geneticist is recommended.  Depending on how well he does in the next few months-years, whole exome genetic sequencing (now more readily available due to technological advances) may be considered if it is felt that knowing cause will guide management.
