Why?: If there is no lactose, yes, but why?These are high protein supplements that are generally not necessary for a 1 year old and potentially could cause problems.Also have casein base which is a milk product, but not lactose.

Avoid lactose: There are lactose free milk, and I would give that to the child and avoid regular milk. If the child did drink regular milk and has discomfort , consider giving acetaminophen or ibuprofen .

Possibly-: If she was on lactose-free formula and is now drinking regular milk, this could be a lactose intolerance issue. However, if she was on lactose containing formula, it is very unlikely she will not tolerate regular milk because of lactose sensitivity. I'd then look for something else new in her diet which could be the culprit.

Why lactulose?: if she's taking lactulose for constipation there are other options. (miralax, sorbitol, mag citrate). If it is for something else, the I would want more info.

Virtually all..: Most caucasians who continue to drink milk thoughout their lives, continue to induce the production  of lactase and do not develop oit.  If you go without dairy for a long time, you can induce it.  African-americans usually developed mild to more sigicant problems the older they get!
