Not normally: No, not normally. Contracture of the SCM would not really affect the jugular vein unless you contract it to the extent that increases the pressure in the venous system which causes venous distension in general. You may have a sift tissue growth superficial to the SCM that then becomes more prominent as the muscle contracts. Don't hesitate to be seen for it.

: Is this a new finding? Jugular venous distension is classically associated with congestive heart failure. Heart/TMJ/Fillings: The most dangerous item is the pain in the jugular vein upon exercise . Check with your a medical doctor and have your heart checked. It sounds as if you may have tmj. Get fitted for an occlusal guard. There is a muscle called the sternocleidomastoid . The sternocleidomastoid passes obliquely across the side of the neck. This may be related. If you have silver/ mercury fillings have them checked.
