Folliculitis? Heat?: Folliculitis is tiny pustules where the hair follicles are. Heat rash is related to sweating a lot, with or without "blocked" sweat glands or oil glands. Other times it's related to sports equipment friction, bacteria, moisture, etc... Being in a hot tub can lead to a "hot tub" rashes. Rashes are quite difficult to describe in words, so a doctor needs to look at the rash to make a diagnosis.

Healing may itch: You didn't say why you had the local. If it was to remove a mole or for some other minor surgery, you probably have a small incision that is healing. It is not uncommon for wounds to itch as they heal - especially if you have stitches.

Sometimes nerve irritation (anywhere along the nerve from the spine to the skin surface) can cause pain sensations in the lower back, thigh, or elsewhere. An in-person or video exam is helpful.
