Eczema: Usually an itch that turns to rash when scratched is eczema or atopic dermatitis.  This is associated with allergies.  Maybe start taking your allergy medications again.

?athlete's foot: You could consider a trial of athlete's foot spray (usually lotrimin or tinactin spray) which are active against yeasts,e.g. Candida albicans. 
It is a moist environment that allows for growth of these fungi on the skin of the feet.  Give it a try for the next few days and determine if it settles down.  Otherwise, see a physician.

Rash: It sounds more likely that it is an allergic reaction to something.  The fact that it is not on the palms and soles of your feet makes other bad things less likely.  Skin rashes are hard to diagnose and the diagnosis depends on where the rash is, the color, whether there are blotches, raised bumps and many other things.  You can buy benadryl (diphenhydramine) in the pharmacy for itching and if it persists see DR.
