Knuckle Pads: Knuckle pads are benign, asymptomatic, well-circumscribed, smooth, firm, skin-colored papules, nodules, or plaques, located in the skin over the dorsal aspects of the metacarpophalangeal (mcp) and interphalangeal (ip) joints. A history of repetitive trauma related to sports or occupation is often present.

Need to examine: It is not feasible to provide a meaningful opinion without examining you. You may try using an emollient like Vaseline. If that does not help, you may wish to see a doctor.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Contact dermatitis : Red itchy bumps are often caused by an allergic reaction, such as insect bites or contact with chemicals/substances as in contact dermatitis.

Another condition is dyshydrotic eczema which presents commonly with small fluid filled blisters. Cause is unknown but may be related to allergies or stress.

Rare autoimmune diseases such as granuloma annulare may also present similarly.

Red itchy bumps: If you haven't already, start with avoiding any hard scrubbing or washing with soap on those areas.  Use a daily barrier ointment like aquaphor immediately after shower.  You can also try a otc steroid ointment for a week or so to see if it improves.   Rashes are notoriously difficult to diagnose and manage without a picture so make sure you see your doc if not improving.  Good luck!

Could be many: things including but not limited to lichen simplex chronicus. Try covering it with a bandaid every day after putting on some aquaphor, if it gets better, then continue but if not it needs to be seen by dermatologist

Itchy rash: This rash could be caused by a contact allergy-- given that it's on your hand you may have touched something to cause it. Poison ivy comes to mind, but other allergens like latex, chemicals or even nickel could cause it. Try an ice pack-10 min on/10 min off for relief. If worsens you may need a doctor.

Viral rash: Many viruses can cause a rash in addition to other symptoms such as fever and cough. Many of these rashes are  not specific or characteristic enough to identify the virus. The viral rash itself is not usually serious.  But it is very important to make sure the rash is not part of a serious infection such a meningococcal infection. If you have any concerns then contact your doctor immediately.
