It could be : A bad itchy rash, it could be a fungal infection, it could be poison ivy if you happened to step in some..
Since we can't see it, it is hard to guess. You can try applying a topical stead as a first line of defense, if no improvement see a doctor.

Tinea pedis: A kind of fungal infection? Other possibilities are bacterial infection? Try over the counter Lamisil (terbinafine) three times a day  for one month. No improvement by two weeks---- go see a dermatologist.

You didn't mention: Any treatment rendered. I would see a dermatologist or podiatrist to get a diagnosis and a topical cream as a treatment.

Examination: It's difficult to say without seeing the rash and asking a series of questions about possible causes. Local contact with something you are allergic to (contact dermatitis) is a common cause. Fungal infections (ringwork or tinea) are another common cause. It's often possible to make a more definitive diagnosis by sharing photos of the rash and talking to the doctor via virtual consult.

Bites?: Can be many things but bug bites would be first on my list.  Try topical hydrocortisone cream.   If problem persists, consult doctor.

See below: Rash on the side of the operation that appears after 3-5 days, does not expand in regard to affected area and is primarily itchy is consistent with contact allergy.  Have you experienced this before with betadine?  Notify your orthopedist as a short prednisone course may be warranted.

what other symptoms are there to an allergic reaction to having metal hardware installed from surgery? my mother has screws in her ankles from fracturing them after a fall. she has an itchy rash all over her left leg while right leg is normal?

: Question often raised but probably very very uncommon.  Usually presents as loosing of hardware or persistent pain at ankle NOT due to infection.  Itchy rash over injured leg very unlikely due to metal allergy.  Far more likely due to brace, external fixation (if there is one) or dressing material.

Unlikely chickenpox: A rash with fluid filled blisters is suggestive of chickenpox, but the distribution is atypical. Chickenpox usually starts with lesions on the abdomen and then spreads up and out and includes the entire body.  Lesions that are limited to hands and ankles along with a sore mouth or throat are more consistent with a Coxsackie virus, often called hand foot mouth virus.  An exam would confirm.
