If you have: No other signs and symptoms , apply some lotion, moisturizers , topical steroids, aquaphor ointments , take oral histamines for itching  and avoid washing with hot or warm water.

Possible: Possibly heat rash.  Also may be fungal or even an allergic reaction or sensitivity to your underwear.  Consider chaffing gel, and cotton only underwear or boxers.  If fungal may benefit from over the counter fungal products.  If gets worse or persists, I would seek out an opinion from your family doc to get a look at it and possibly benefit from a prescription.

: It sounds like some kind of bacteria overgrowth, and more likely if you are heavy. Try loose cotton wears and you could use like over the counter azole cream twice daily for about two weeks. The most important thing is to keep the area aerated.

May be fungi: Definitely may be a fungus but may also be xerosis (a very fancy name for dry skin). See a dermatologist who can perform a KOH test. You will hardly feel anything and can rule out a fungus almost immediately.
