Blistering: Area turned hard, yellowish, & itchy after popped blister on foot: 
answer: could be cellulitis.Normally would want to drain blister instead of popping it.
As a precaution, take an oral antibiotic such as Keflex or ampicillin.
Right foot & arm tingling & bit numb: the arm tingling seems unrelated.

my daughter got a 1 inch diameter blister like on bottom of foot. now 3 days later, she has one on her other foot. not fluid filled and not painful or itchy. should she see a podiatrist or just keep clean? it is still in tact?

: Recurrent blisters on the feet, merit  in evaluation by a physician. Primary care , physician’s’s, dermatologist or podiatrist would all be excellent for diagnosis and treatment.

Time to see doctor: Can't be sure if the problem is just contact dermatitis (probably from one of the ingredients in your shoes) or there has been a secondary infection. Does the headache come at the same time of the rash?  If so, you may need to consult an infectious disease expert immediately. If not, consult a dermatologist or allergist.

Possible fungal : Without a cultural chances are it is a fungal infection. Over the counter lamisil will resolve problem.

Acute athlete's foot: The first thing that comes to mind is that this is one of the presentations of acute athlete's foot. Use drying soaks (epsom salts or dilute vinegar) and a topical antifungal... I prefer patients use lotrimin ultra or Lamisil (terbinafine) cream. You can use certain-dry pads or solutions to decrease perspiration.  If this doesn't work, see a podiatrist and be sure to inform them of what you have tried already.

Could be  fungus: Try treating this with over the counter clotrimazole cream as fungus is likely.  Scabies rarely affects the feet.   If persistent, see a dermatologist.
