Blistering: Area turned hard, yellowish, & itchy after popped blister on foot: answer: could be cellulitis.Normally would want to drain blister instead of popping it. As a precaution, take an oral antibiotic such as Keflex or ampicillin. Right foot & arm tingling & bit numb: the arm tingling seems unrelated.

Related: Doubt it. The foot certainly could get an infection but it would usually remain local to the area with drainage redness and swelling to the foot. If redness is noted in leg then i'd be more inclined to suggest you get it checked asap.
