Most likely yes: Most likely, the hair will grow, but it really depends on the size of the cyst and the size of the scar that has developed after the cyst has ruptured. The bigger the scar the less chance hair will grow and vice versa.

Seek help: Polycystic ovarian syndrome is a condition that needs to be treated by a team including your dermatologist and gynecologist.  All of the symptoms can be treated.

Medication reaction: Could be from medications you have been given postoperatively. It could be from the actual surgery and any sutures or other things they used during the surgery.
If you are having fevers or weakness or weird vaginal discharge then get it checked out in person. Otherwise you are safe to wait it out and see if symptoms will improve for another 4-5 days.

Take warm soaks. : The bump may be from irritation from your scratching causing infection perhaps from injury to the skin or from infected root of a hair, or from a benign cyst. Take warm soaks or sitz baths. If not improving in 24-48 hours, then do call back. May need to get examined.

Doubt it: If you had neurofibromatosis, you should have been diagnosed at a much younger age.  Neurofibromas are characteristically firm, as they are solid nerve tumors, rather than cystic structures.  Itching is not a typical symptom of a neurofibroma, rather a symptom reflecting allergy or inflammation.  A contact dermatitis or other skin condition sounds more likely.  See your pcp or a dermatologist.

Cyst: Better see your doctor about this.  You may need to have it lanced and drained.
