Red random rashes: More info needed, and visual exam, to begin to guess what could be going on. Dermatologists are the best at diagnosing this type of problem, especially if biopsy is appropriate. It could be a form of atopic dermatitis (eczema) or something more serious like vasculitis, low platelet count, or even scabies. Trusted products can sensitize too, after long use; contact dermatitis is always possible.

Keratosis pilaris: Is quite common. They generally only get itchy if your skin is dry. They only scar if you pick at them. You can use an exfoliant and a loofah.  Acne is also possible.

Bites: That is a big concern. If that is only happening to the staff you must have the boss close down the restaurant and have a team come in and get rid of the causes of bites.
This is even a bigger concern if folks coming in for food and drink also have the bites.

Contact or irritant: Both contact allergens and irritants (soap, cleanser etc) can cause this type of skin problem. If you wash your hands too often, you may irritate the skin as well. Try avoiding using scented or antibacterial soap. Apply hand lotion after washing hands. Avoid irritants (wear non-latex gloves when washing). Topical hydrocortisone cream may help. See dermatologist if problem persists.
