POTASS. PERMANGANATE: Many years ago, weak solutions of potassium permanganate have been used to treat various superficial fungal infections.  Because it stains the skin and it's toxicity if taken internally, there are many more effective and safer options.  I have not seen potassium permanganate used in quite some time.

Depends: None if you wash out the chemical before use. Using potassium permanganate in the wash will not make it safer either. Just wash the vegetables with clean potable water.
For good health - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Soaking: This can be very caustic to the skin. You can burn the area if the solution is too concentrated. It will temporarily stain skin a brown color. If you are using this without medical direction please stop. Even dilute solution can irritate skin and repeated use can cause burns.
