Wait: I am not aware of ingredients they use in their product, but these spots will lighten after delivery once hormones change. You can use product then.

No: Neither will touch actual depressed scars, not can anything else. At best, you can hide your hyperpigmented lesions and even this is likely not to be very successful. Get your active disease under control, and if you wish, get seen by a dermatologist or plastic surgeon who can deal with the scars using a filler, laser or microsurgery.

i have really bad acne scars on my neck and chest area from when i was pregnant, it looks really horrible, please advise what i can use to clear these dark spots? my chest is worse.. im currently breastfeeding. is topiclear cream advisable?

A dermatologist: One's dermatologist can examine the old scars to see what can be done. Some techniques include chemical peels to smooth out tiny defects, dermabrasion to sand the skin to become more even, and injecting fillers into some spots. Different dermatologists may use different methods, so it is fine to get opinions from  two dermatologists.

1st Fix Acne: If the 'ice pick scars have pigmentation (dark discoloration) associated with them, the products may help subtlety with the pigment, but not the indentations. These types of scars are typically difficult to treat. If they are not very deep, Microdermabrasion is used, but again, results are modest. 
The first priority is to have the acne under control. If so, fractional resurfacing works best.

Yes: Melasma is a common skin disorder, especially in women with darker skin tones.
It is associated with the female hormones, estrogen and Progesterone and is common in pregnant women, and in those taking birth control pills or hormone replacement therapy during menopause. Treatments are available but often the problem will resolve spontaneously after delivery or discontinuing hormone therapy.

Family history: Changes in skin colorations in any body part that appear during pregnancy may fade after pregnancy to a more or lesser degree - there is no way to tell ahead of time. Maybe family history can give a clue.

Probably normal: This is probably nomal. If they are new then see your gyn or dermatologist.

Never: The dark line (linea nigra) may fade some after you deliver, but it will usually not go away completely.  You will likely notice that it will darken with eac pregnancy.
