Easy Bruising: If by "normal" you mean "common", yes it's common. However, the roads to "easy bruising" are many. Some  straight, some circuitous. Some simple and of short duration, others indicative of a more pervasive disorder. The best place to start is your primary physician who will do a thorough history and physical and, if needed, order further testing to arrive at an answer and offer appropriate treatment.

Need more info: The numbers you provided do not relate to fatty liver or to easy bruising. If you have the entire results, the pertinent number in the CBC for bruising is the platelet count. Low platelet counts can be a cause of increased bruising.

Meds, history?: This is complicated and should be evaluated further. Certain medications can lead to easy bruising. If that's not the case, further blood testing might be needed. Low platelets, bleeding disorders need to be considered.

Liver/iron studies: Ask your GP to check liver function tests. Bleeding or bruising occur if there is liver disease. Liver disease could also cause itching. Also ask him to check iron levels in your blood.

have petechiae on upper arms, got full cbc, all was normal, including platelet count. no regular medications. no other symptoms of bleeding or easy bruising. petechiae have not gone away. any cause for concern?

Need to examine: It is not feasible to provide a meaningful opinion without additional history, physical examination and may be some tests. If you have gained weight recently, it may be contributing.  It would be prudent to see your doctor who ordered the tests so that s/he may ascertain vascular causes of petechiae.

ive been feeling very unwell lately (fatigued, random fevers, easy bruising, nosebleeds) and just had some bloodwork done. normal number of platelets, but high wbc and low mpv. three months ago my mpv was 11.2, this time 7.0. is this change normal?

Yes: The change on MPV is not material.
It is not feasible to provide a meaningful opinion without taking additional history, physical examination and may be some tests. It would be prudent to see your doctor and discuss if you may be depressed. Counter-intuitive as it may seem, exercise may help. Start with low intensity exercise such as walking and gradually increase the intensity as tolerated.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex. 
Get HPV vaccine

Easy bruising: Easy bruising can be defined as bruising without a history of trauma or bruising after minor trauma that would not have caused bruising in the past. 
I think you  should see your doctor to rule out more serious problems or significant bleeding disorder.
