Removal will help: Yes some people are born with supr numary breast tissue , some times even several  small nipple like structures extenuating to pubic area called mammary line, this excessive tissue bulges out of axilla, some times gives pain, due to this and cosmetic reason could be removed , scar could be buried invisibly under axilla.

May be normal.: One's doctor can carefully examine the breasts and armpits to see it they feel normal. Breasts normally extend towards the armpits, but if a woman has swelling in her armpit area each time she has a baby and breastfeeds, she might have some extra breast tissue (milk-producing glands) in the armpit area. That would be an "extra" breast, a small lump without an extra nipple.

Yes: Excess breast tissue can occur along the "milk line" which extends from your armpit to your groin.  You can have it in just one side of your body.

Pretty common: Occurs in about 1 in 20 women. Not likely to go away and often gets larger when breasts do (pregnancy). Losing enough weight to significantly lower total breast size MIGHT have SOME effect. Can be surgically removed; in some centers, a lot of minor complications occurrred.

Yes,: this happens. 
Frankly, I wouldn't rush to do anything about it in someone who's body shape is liekly to still be changing with puberty. Often it becomes totally symmetric. Not a health issue, but could be a reason for minor cosmetic surgery.
