Not Dangerous: Some skin tags can get large enough to rub against clothing and become irritated. Friction against something like a wool sweater can cause enough damage to make it bleed. There is no immediate concern of more serious disease. However, if it bothers you now, it will always bother you until you have it removed.

can i remove a skin tag at home? its just under my scrotum , when i sweat it gets irritated by the shafing of my skin.

Need to examine: What you think is a skin tag may be something else and it is not feasible to give you meaningful advice without examining you. It is likely that by self-treatment you will damage the skin of your scrotum and make matters worse. It would be prudent to see a doctor.

Wash: Gently  wash. Shower is best. Use hand, not cloth. Skin cleanser is ok. Bleeding should not be a problem. If it remains irritated, see a gyn or dermatologist.

Skin tags: skin tags don't occur over night, nor do cancers.
See a dermatologist to evaluate your skin tag and have it removed.

First diagnose: Before treatment you will need to be examined in order to secure a diagnosis. Hemorrhoids and or rectal prolapse are to be considered as well as skin conditions other than skin tags are possible. Talk to your PCP first.

Probably warts: Venereal warts, due to the ubiquitous hpv.  See a doctor who can examine you, and advise about treatment and the importance of informing sexual contacts.

Skin tag: This doesn't sound like an STD. The only STD that might mimic a skin tag is genital warts, but usually there are multiple warts, not a single one. Have your doctor check it out -- probably it is indeed just a skin tag.
