See doctor: You should get examined by your doctor or an allergist re. your problems . Although you have a higher risk in developing asthma (presume you have hay fever), it takes an exam and a lung function test to know whether your problem is from asthma or not.

Cold or allergy?: The simplest answer is usually correct. A recent cough and throat irritation are the hallmarks of a cold or allergy. If it persists, or gets worse and other symptoms present, an md consult would be wise.

It is inflammed: Would be like stretching a sore on your skin.  There are a myriad of potential explanations for throat inflammation: from cancer to gastric reflux to persistent postnasal drip.  If ongoing for long and no concurrent cold, would recommend seeing a physician.

Cough: Depends on what you mean by chronic. The most important thing is to find the cause. Over the counter preparations mostly do not work well.  If you are a smoker stop.  Worth discussing with your GP to investigate the cause instead of only treating the symptoms.
