Difficult to say: A possible explanation is that the nerve roots of the neck are compressed or narrowed. By tilting the head one way, this opens up the foramen (the exit ports for the nerve roots) on one side, thus taking pressure off them and decreasing the pain.

He should have his nose examined for polyps, ulcers, or erosions and he should have a blood sample obtained to check his platelets and clotting but most likely, it dry forced heat air causing his nasal mucosa to dry out and crack. A humidifier may be all he needs!

Nosebleeds: One of the most common causes of nosebleed is poking at your nostril.  Apply firm pressure to stop bleeding, with or without a plug of facial tissue.  Increasing humidity inside your home can help as well.
