Inhalants: Inhalants are often substances such as glues, solvents, and lighter fluid, that are huffed/inhaled to achieve a high. "inhalant" is the most common name given as a classification, though they can be listed by more specific groups based on chemical composition (i.A. Aromatic hydrocarbons). Inhalants are extremely bad causing permanent brain/nerve damage and poisoning as these are toxic carcinogens.

Allergies in newborn: Inhalant allergies are not that common at this age but if the baby is constantly being exposed to some allergens e.g. Dusty room, old carpets that have not been cleaned for a while, it is possible.  But given that the baby's temp is little elevated (not fever), it may be a cold. You could use nasal saline spray or drops and to see if helps see your pediatrician.

Complaint?: You don't tell us what your complaint is.  But if you saw an ENT doctor, he is treating you for either allergic rhinitis, non-allergic rhinitis, or possibly sinusitis. I would not recommend the use of water for 2 reasons.  It may dilute the concentration of the budesonide, a topical steroid.  Also i would advise Normal Saline (salt rather than water but only 30 minutes before or after the drug.

Nasal Saline: It is best to check with your doctor regarding the reason each was prescribed. For nasal congestion and post nasal drip, nasal saline and bulb suction may be used. At the age of 3 months, i would not suggest a decongestant cough preparation be used. 
Gerd may lead to aspiration into the lungs and cause wheezing. It is best to feed the baby at an upright angle and not to prop the bottle, .
