See a podiatrist: After evaluation, you may have options: debridement, avulsion (temporary removal) or matrixectomy (permanent removal) of the nail.  There are also some topical medications that can be applied to soften the nail to avoid the nail from becoming hard, "biting into the side" and creating pain from a callus that develop which is what causes the pain associated with ingrown toenails.

Pain, redness.: Redness and pain along the nail border, sometimes with drainage indicates an "ingrown toenail". If your ingrown nail is infected, you'll likely need antibiotics, and possibly a nail procedure. While waiting to see your doctor, soak the toe 10 min/day in luke warm water and epsom salts, use a small amount of topical antibiotic ointment, and cover with a bandaid.

Soak it.: Soak in some epsom salts and warm water.  If there is pain on the side of the nail it is ingrown.  Period.  If the pain persists, you will need a partial or total nail avulsion.

Recurring ingrown: There may be a small nail cell/spicule that remained after the procedure... this could cause a re-growth of that area of nail. You may also be experiencing scarring of the nailbed which is very common.

Be patient: Nail grows approximately 1mm per month. The is a chance it won't grow back but I don't believe there is anything you can do to change that.

Removal...: ...Is the only permanent solution. Just the painful border can be removed, or the entire nail if necessary. After removal you can let the border grow out again, or your doctor can use a chemical to stop the nail from regrowing. If you're concerned, don't perform bathroom surgery on yourself. That can lead to an infected ingrown toenail, which could require antibiotics.
