See a dermatologist: Consider a staph infection or an allergy to something used on it. Dettol is probably not a factor. A common cause for this is bacitracin or neosporin allergy.

Folliculitis: An infected hair follicle, it's kind of like a pimple in many ways. Most of these resolve on their own. If it doesn't improve, the redness begins to spread, or you develop fever, see your doctor. You may need an antibiotic. Hope this helps!

Infected/inflammed: Red, hot, swollen and drainage (inflammation) are normal signs of healing and in fact, not bad but are integral to healing.  If infected, the wound should not improve, the patient have fevers, chills, and other systemic signs of infection.  Culture of the wound should never be with a swab on the surface but a simple tissue biopsy.  Routine use of antibiotics is to be condemned due to the risks.

No specific age : My personal choice would be to wait until they were teens & decide they want it. The reality is most mom's hate calling their little girl a boy & want it done early. It gets tiring trying to keep a bow stuck in their hair. If asked, i advise moms to wait until a couple weeks after their first tetanus shot. I can't site specific data but it makes me feel better to have that done first.

: Yes. It is an antibacterial agent; an alternative would be triple antibiotic cream/ointment.
If the inflammation does not subside in a couple of days, consider taking out the piercing.
