i have a slight twinge in my calf muscle but there seems to be a fluid build up on my shin area. when i press the fluid it leave an indent. ?

Be seen: There are a lot of possibilities.  Although it is not terribly likely, a blood clot could present like that and can be life threatening, so I would definitely be seen.

why when i scratch my shin bone does a muscle pop out at the lower of my leg and go away its like it pops out and goes away involuntarily when i scratch?

Anterior tibialis: Shin splints are a generic term for pain on the anterior (front) part of the shin.  The muscles in this area are the anterior tibialis muscles.  Shin splint pain can be caused by strain, inflammation or even a tear of this muscle and related tendons.  See your doctor if this pain persists.

Need orthotics : To stabilize the posterior tibial tendon. Your feet are over pronating or collapsing causing stress on this muscle.  Motion control or stability shoes may help. Ice tendon and sometimes stabilize with ankle brace or walking boot. See podiatrist.

Depends: If there has been a trauma to the area then a hematoma is possible. Otherwise it could be several things. In general any mass (or "knot") that has been present for a while and is not getting smaller should be evaluated by a physician.

Bone vs Muscle: Shin splints is an inflammation or irritation of the lining going around our bones (called the periosteum).  A pulled muscle is just that -- when a muscle partially gets torn.

Shin splints : The muscle in the front of your leg are over worked causing shin splints.   Recommended seeing your local doctor to educated you on several stretching exercises that you can do daily to help with the leg pains

Normal: When muscle / tendons are relatively 'tight' eccentric contractions( stretching )of the particular muscle/ tendon unit can be uncomfortable.This is normal and 'stretching' tight muscle/ tendons on a consistent basis can help in preventing muscle/ tendon injury( ' shin splints', achilles tendinitis , 'golfers' elbow', etc.)...Best of luck.

General: start with your family physician he could help with more than 90% of problem like this if it turn to be complicated he will refer you to proper specialist
for now take benadryl (diphenhydramine) before you go to bed and apply cortisone cream on the area twice a day

experiencing dull discomfort on calf, shin, inner thigh that comes and goes. sitting too long also causes pain on mid-thigh muscle. all on r leg only.

Stretch frequently: you need to be careful and often get up and stretch and walk
sitting for too long will make you a candidate for deep vein thrombosis which could be dangerous and life threatening
take ibuprofen for the pain wear a support stocking if you can and again stretch frequently
