Sore throat : Any throat lozenge is ok avoid over the counter drugs that have sudafed ad they will raise bp.

Sounds allergy or vi: If you don't have a fever greater than 100.4, no green or yellow productive cough then likely viral, or could be allergy-mediated.  Allergies can be tricky - people may think they don't have any allergies but actually might.

what medication can i take for sore throat, stuffy nose and coughing up yellow phlegm if i have high bp?

This is an infection: If your phlegm is yellow, you likely have an infection and it is no longer simply a "head cold".  Having said that you need to be seen by PCP and considered for antibacterial if it is not deemed viral. However, in the interim, for symptomatic relief you can take Delsym for cough, ADvil/tylenol for soar throat altho that will mask a fever, and Benadryl (diphenhydramine) as a decongestant at night (sleep), no Sudafed

why would diovan alleviate sore throat? i have hypertension.  also, i have suffered from sore throats all my life.  a couple of years ago, diovan was prescribed for the hypertension - the blood pressure went down and the sore throats went away.  recently

This : This medication is in the class of drugs called arbs and work in the kidney and lungs.  I can't really think of a way it would directly address a sore throat.  I realize it works for you so i don't discount what you're telling us.  If it a) decreases your blood pressure, b) isn't too expensive for you, c) causes no side effects and d) controls your blood pressure, you should definitely stick with the Diovan (valsartan) if it is the only thing that improves your throat symptoms.

Med eval: It would be important to get a streph throat test.  This could be viral but may also be bacterial. Temp > 104 - seek more urgent med tx.

Laryngitis: If you lost your voice, you may have a laryngitis, garggle with salt and water to soothe your throat and us a saline nasal spray if your nose is still congested, it will help your voice.

Fever in family: High fevers in all kids means they all got an illness whcih probably started out wiht one and it must be contagious. You should take them in to see your pediatrician, so thta if tey need any medicine(s) to get better you have it.

High Hb: What did the rest of your blood work show? A slightly high Hemoglobin can be due to many things and can be normal. Send us full CBC to be sure it is normal.

Maybe. Do video w/Dr: Throat pain can be from a strep throat infection (antibiotics needed), a cold or influenza (antibiotics usually not used), or from some other cause such as allergies or irritants. Usually, a person sees the doctor (call first) if the sore throat is bothersome, recurrent, or doesn't go away quickly. COVID-19 infections tend to have cough, whereas strep usually lacks cough but has more throat pain.

pain in front of throat. doesn't hurt on inside like sore throat, hurts to swallow or touch the outside esp high throat under chin. what could it be?

Glands: This type of tenderness suggests inflamed lymph glands or even inflammation of the thyroid. Also it could be due to irritation or inflammation  of muscles or skin in the area. See your physician if symptoms worsen or persist or if redness or swelling develop.
