Stress Fracture: The cam boot helps unload the bone somewhat and prevent you from being too active on the stress fracture to allow it to heal.

Yes with precautions: You have to reduce the "stress" on the navicular by understanding how it fractured to begin with.  The talus which is the ball in the navicular socket jams into it by excessive pronation.  Two tendons pull on it the tibialis anterior (from above) and posterior (from below). Make sure you have an orthotic in your camwalker boot to reduce these pressures.

Foot fx: This depends on the location of the fracture. As long as it is not a fifth metatarsal jones fracture most likely you can bear weight in a protective boot or shoe. Talk with your doctor to be sure.

Ask, and receive.: It seems hard to believe that an experienced specialist would have you walk on your foot, if he believed that your foot wasn't healed. The decision of healing, after 17 weeks, may take more verification than a x-ray can show.  Seventeen weeks can be frustrating for both you and the specialist. I suggest you get a second opinion, in fact, it might be considerate to ask him for a referral for one.

Sounds Amiss.: If it is still swollen and still painful after three months, then it is. more that likely not healed. It makes no sense to continue to put pressure on an apparently unstable fracture. You need to have it re-evaluated to determine the true extent of the healing or non-healing, whichever it may be.

Thats an option: First it depends on where the tibial stress fracture is. If its low near the ankle or the mid tibia, a boot is helpful.  You need to reduce your weight bearing for ~6 weeks for it to heal.
If its at the top of the tibia near the knee, then a knee brace is more the appropriate protective item spanning the knee joint with a hinge system to protect side to side loads. You need crutches or walker.

i just got out of boot and now have a turfliner for a stress fracture in 2 &3 metatarsal? what does the turfliner (full steel) do?

Steel plate: The steel plate prevents the metatarsal from bending
this increases healing of the bone.
