Unlikely: Unless the tumor is in the pelvis of the kidney, it would not cause dilatation of the system. A tumor in pelvis is likely to present with hematuria/blood in urine.

: This implies  some obstruction to the outflow of urine from the bladder on down. You should empty your bladder frequently and try to expedite seeing a Urologist to find cause.
