Allergies: This probably represents allergies to dust mites, mold or pets.  Google dust mite/mold elimination for a list of things to do to eliminate this exposure.  Get all animals out of the house and if this fails to resolve the problem see your physician to find out why she is having the problem.

Red spots: I certainly want to help but need more information. Red spots could be a viral exantham ( rash) meaning that the virus is leaving the body, or could be heat rash or could be chicken pox...Does she have a fever?
Suggest tylenol (acetaminophen) and then a visit to pediatrician.

See a dermatologist: If you have pets it could be fleas. It is difficult to make a proper diagnosis since I am not there to see the condition. I recommend seeing a dermatologist so that they can make a proper diagnosis and give you something to get rid of the condition or relieve symptoms.

Poison ivy: Is it possible you contracted poison ivy?  What you describe are hives which are typical of an allergic reaction.  Poison Ivy causes an allergic response.  This could be due to bug bites or other allergies.  Check with your doctor if it doesn't go away.
